Nowadays buying branded HP or Dell machine is very hard because they're very expensive and less customizable. Most of the gaming rigs are made assembled. So its better to make your own rig.You can have many benefits with this.
First thing is buying a casing with enough space matching the equipments you wish to buy.It must have at least 3 cooling fan spaces.About 4 slots for HDDs and DVD/Blu Ray roms. And of course a slot for a multi card reader. If you wish to make a gaming rig the motherboard must be a full sized ATX.So the casing must be able to fit it in.
Choose a motherboard matching your requirements.Usually it may come with a power supply. But you may have to buy another one if you want more WATTS.If you wish to build a gaming rig buy a full ATX ,usually the Intel z77s and 79s are Full ATX.If you're doing more graphic and video editing buy a motherboard with at least 2 PCI Express 16x slots for VGAs.There must be 1 or more PCI Express 1x slots. If you wish to use the mother board for a long time.Try to find SATA 3.0 and USB 3.0.Otherwise it may get outdated with the latest technology and you have to change to another.Intel motherboards are issue free but don't have more overclocking options.I recommend you to buy Asus,Gigabyte or Asrock. They are they best customizables.
MSI have many power issues.

The mother board must match the CPU you wish to buy.If you wish to use intel core i previous generations, the CPU socket is 1155,its printed on the motherboard box.The second generation is 1556,and extreme editions may use socket 2011.
The next thing is your motherboard must match your RAMcards. The latest RAMs are DDR3.Its better to buy a motherboard with at least 1666FSB.Try to get a board with at least 4 DIMM slots. If may be usefull in the future very much.
Get a CPU matching your requirements.Do you use your pc for graphic and video editing? Then you must choose an intel core i 2nd or 3rd gen CPU.They are more powerful in graphics. The 2nd and 3rd gen CPUs have a GPU on its die.So no need a external Graphics card if you just use PC for everyday uses.If you are a gamer try at least a core i5.I don't say i3s are bad.But they may get outdated sooner than we think. You can also use 2nd Gen pentium Dual Core processor if you do not game or edit graphics.
Intel 2nd gen Core i3 processors
Intel 2nd gen Core i5 processors
Intel 2nd gen Core i7 processors

If you wish to do some overclocking and boost performance buy a third party CPU cooler.Water coolers are the best. You can find some Zalman CPU coolers in here
Next thing is RAM cards. If your motherboard has DDR3 slots the RAMs must be DDR3.I think you all know that. There are 16GB ram cards too.I don't want to tell you more about it as it is very easy to choose.
Graphics card is the most important thing for gamers and video editors.Even though ATI cards are faster than NVIDIA I recommend you to buy NVIDIA if you're a gamer.NVIDIA cards are more compatible than ATIs in games. But there's a huge calculation difference between NVIDIAs and ATIs.ATI cards have more ALUs,which can be very useful in video editing and Bitcoin mining. If you bought a motherboard with 2 or more PCI 16x slots try to fill them in.Because they may double you're PC speed. If you're a gamer try the latest and fastest cards. You all should know that GPUs are a lot faster than CPUs,but the problem is GPUs can't execute programs!

Most important part is the POWER SUPPLY!! You must choose a power supply matching your other components. If you use more VGA cards than 1 you should buy a 650W or more.Do not much concern about the CPU as the latest CPUs just need about 25W to run at the MAX speed.

Buy a little SSD for OS and a huge HDD for data storage.
When you're buying a HDD,I must say that the HDDs are already outdated. Now the latest technology is Solid State Drives.(SSDs).They can give faster speeds such as 800MB/s.And of course all Intel SSDs are with 5 years of warranty. But the SSDs are extremely expensive.
Here's a list of intel SSDs.

Get a Blu ray or DVD ROM,if you use a FULL HD monitor there's nothing wrong in buying a Blu ray rom.Otherwise it may be useless.
Finally all the other accessories.Gamers need wireless mouse. There's nothing wrong in others using it.It is much easier to use a wireless mouse. They keyboard can be either wired or wireless. It depend on your budget.Buy some cooling fans and attach them.
